Can these be used on stock 2021 wrx sti wheels? 

No. These should not be used with stock wheels.

Will these work with ssr gtx01 wheels and a 2017 q50 thanks? 

We cannot confirm that these will work on other model vehicles although your Q50 lugs are supposed to be 12x1.25. These also should not be used with stock wheels and are only to be used for aftermarket wheels.
